Log Message:
The previous scheduler change can result in rsWillRecords being left
in reclist after PruneOldRecords.  I.e., they were just about to be
started when the reschedule event came in.  Try to account for this

This should fix the probelm reported by Gregorio Gervasio, Jr. where
two programs were scheduled for the same card.
