Log Message:
The timeout value used fro retrieving data is now a configuration variable "WeatherTimeout" it should be epxressed in seconds and defaults to 10.

In the event of a timeout retrieving data the user will be informed of the timeout and offered the chance to try again with an increased timeout or to cancel out.

This closes Bug #36.
