Changed the default for DispRecGroupAsAllProg to false.
Changed the order the DisplayRecGroup combobox gets filled in so that the default for those that never touch recording groups will be "All Programs" instead of the first group found in the recordings table, which is "default" for those folks.

Both of these are to correct an issue where folks who have never touched a recording group see "Default" where they were expecting to see "All Recordings".  The first change will restore the status quo for existing users, the second will stop this from being an issue for future users should the default for DispRecGroupAsAllProg ever change again.
