Log Message:
Changed the reactivation and duplicate checking logic so the scheduler
query doesn't return so many unnecessasy results.  This should fix the
slow scheduling problem Robert and others have been seeing.

Removed the 1970-1-1 addHistory hack since it isn't needed any more.
