Added %SHORTTIMEDATE% (shortdateformat from settings table) and %TIME%
    (current time) keywords to OSD and Theme keyword substitution lists.

Speedup OSD and Theme keyword substution by only attempting replacement
    on values that have keywords.

Converted EPG and Program List screens over to using
    LayerSet::SetTextByRegexp() to give themes access to all
    %TITLE% type keywords.
